Was Fran Tarkington a pocket passer?

Comparison between Fran and Johnny made while he was in college. Was the OL for Minnisota as bad as Cleveland's which is why he scrambled so much?

Seems Johnny does better on the run. I'm sure it's not by design but by poor OL pass protection.
