Online Store Web Design Tool - NFR

I am trying to get an online store up and running, but I'm not the best web designer on the planet. Does anyone have any suggestions on a tool and or template that's a good place to start? I'd rather not spend an arm and a leg.

I can read CSS3/HTML5 and can do 'some' editing, but building it from the ground up would be an absolute disaster.

Any suggestions would be appreciated!
