I'd really like to know what my new neighbor's sign means

Can someone host a pic for me? It's this weird upside down red face/body that could be anything from a squirrel to a demon to a KKK symbol, and I'd like to have a better idea. It's got 3 layers or tiers and might have a little nose/mouth below the eyes, but it could also be just wear and tear making those nose/mouth spots. The eyes are definitely there. It kind of looks like an upside down red Pac-man ghost, with 3 tiers. I've done a lot of image research, but can't find anything close enough. I'm thinking it's a red KKK outfit upside down or some other kind of lunatic sh!t, which bothers me very much, but I'd be personally more concerned if it were something even more sadistic.

I also met the guy's parents, who were cleaning his yard before he moved here from "eastern Colorado, east of Pueblo". Now, I've arrived in Pueblo from the east once, going west from Dodge City, and there are 3 or 4 huge prisons on that highway, out in the middle of nowhere, and not much else other than a few small towns and ranches, and I immediately told my wife that I'd bet he was recently released, just based on all of that. This was before the weird sign popped up a few days ago.

The guy isn't overly friendly, but is nice enough and not rude. Still, I get an uncomfortable feeling from him, and am very curious if anyone can identify the meaning of this new sign on the fence in his front yard. It's like he wants someone driving by to see it/know something. I may sound paranoid, but 9 years in the Ozarks will introduce you to some weird fvcking people.
