Owner Flees the scene which was stupid - but Home Depot has the deep pockets here - I would expect to see no Dog signs soon there as it has been getting out of control with owners taking their dogs everywhere like they are some kid or something.
I personally have no problems telling people they should leave their stupid yapping dog at home - those that behave well are fine with me. But they should not be there for you to interact with.

A Home Depot shopper in Evergreen, Colorado, was bitten in the face by a dog after the dog owner approached them and asked them to give the canine a treat as part of its training.
