Have to have signed an LOI or been committed for a reasonable enough time and did not sign because of grades, jail, or other reasons.
Committed for a few months then flipping on NSD does not count (sorry Cory Nelson)
If they arrived on campus, never played, but played elsewhere and succeeded that counts (Kyler Murray does not count)
