We can’t get people to show a card with their picture and name on it to be able to vote.

i honestly think it would affect both major parties about equally.
also think it would be great for the country.

Seems like a plan. However, I do think it is important that we use language from the 1990s SATs so we can target people who really grasp the language.
It sounds like it should be a good idea, but calls to mind the proverb about the road to hell, and all that.
I often thought if you can't provide a reasonable explanation of the 4th Amendment, define the difference between collectivism and free market economies and push a pin into Afghanistan on a world map . . . maybe you shouldn't be voting

If you voted for a guy with dementia, yes, your voting rights should be restricted.
Did the Mayor take her/his/its IQ test? Let's include the politicians if we're going to do this.
