Below is the ONLY way to get balance among the races. Love to hear your take on the matter!

RESOLVED: A child is a precious thing to bring into this world, but it should not be taken whimsically. Indeed, rearing a child will have its trying moments as well as its pleasures. In additional, rearing a child will be an expensive, as well as a long term, proposition.

Whereas: While the parent or guardian may have CUSTODY of the child, the child is an entity unto itself. The parent does not own the child: They are merely custodians of the child.
The child has a right to learn to think for itself; to be given the "tools" necessary to develop into a successful person in today's world; and to learn how to make decisions about his or her life.

Whereas There is a serious economic gap between the "middle class" and the low-income people, both in minorities as well as low-income whites... Students from low-income families are always in danger of having their educational level stunted and, therefore, their children's future, and their children's future, and even their children's children's future socioeconomic lifestyle may be inhibited...

RESOLVED: Students from low-income families are at a disadvantage in school and, as a group, make lower grades than their middle class classmates, with fewer entering college, and, ultimately, fewer gaining employment in the higher-paying jobs and, indeed, many becoming a drain on society...

RESOLVED: It is, therefore, the obligation of Government to be the Protector of each student, of all societal groups, and to examine each student at life stages as the Examiners shall deem appropriate, to set minimum standards for each age level, to ascertain that each child is passing its age level in a satisfactory manner, to have conferences with parents and warn them when a child is not making satisfactory academic progress, and that,indeed, a child may be removed from the home unless appropriate progress is made.

RESOLVED: A child has no choice in who its parents will be, nor what their socioeconomic standard is in which the child will be reared. It is the responsibility, therefore, of each parent or guardian to maintain the child in
a positive environment which will accentuate the educational needs of the child. For a parent to say, "I am doing the best I can!" may not be good enough, especially if it is not giving the child the educational tools
that the child requires to succeed in today's world!!! (It may be that the parent may need to return to the classroom and gain the knowledge necessary to assist the child in performing in the classroom...

The child's needs must be maintained, if necessary, before those of any desires or needs of the parents. Those deeds shall include food, and appropriate clothing, and shelter, as well as emotional and educational needs.
This includes seeing that the child in properly in bed on school nights.

Resolved: Divorces, desertions, and abandenment DO NOT absolve a parent of the obligation to a child. that Obligation CAN NOT be assigned. Therefore, both parents, shall be held equally responsible, and accountable, for the upbringing of the child(ren).
If a child of any age fails to meet the minimum requirements for its grade level, both parents regardless of where they live in the USA, or its territories, shall be returned to the jurisdiction of the appropriate Education Court for review and assessment.

Penalties and assessments
shall range from interviews with an Education Advisor, and possibly resulting penalty of fines up to $5,000 and/or jail time of up to 5 years in prison as well as having all children removed from the home. The parent shall have the right of appeal as in other criminal case.

In a separate post later today, I will outline how it all comes together. Remember, if this appears extreme,
please understand that we MUST do whatever it takes - and no half measures because our children are our greatest natural resource, deserve an equal opportunity in this great Nation!!! As far as children is concerned, it is "WHOLE HOG" without the "or none". Period!!!
