Parking at NRG

Are any of the lots around NRG considered "public" where we can simply arrive and pay? Or do we have to have parking passes ahead of time? I see several lots that are pretty large: South Kirby lot, North Kirby lot, North Fannin lot, South Fannin lot, and Main Street lot.
