Black National Anthem performed at Super Bowl for first time

AY I know this can go a lot different ways, but I had no idea that there was another "National Anethum" to be sung on Sunday at the Superbowl. Who got to pick this and why is it for Blacks only and not everyone? I'm not coming from a bad POV here, it's just strange that there's going to be two National Anethum's sung. Does this sound counter productive or this is a normal thing?​
