Need some advice. This guy started building on the lot next to me. He’s already tried to violate the setbacks and set up his well to be drilled 100 ft too close to mine. I called him out and we got into it and don’t talk now. Basically he doesn’t care about the deed restrictions or drilling code and is willing to cut corners. We are in the hill country so he had to cut into rock to level a pad and build up a slope. He hasn’t poured concrete yet, but he brought in about 100 trucks of gravel to fill in the slope bringing it up about 12 feet. Then they stacked black bags filled with more loose gravel and built wood framing around the bags with about a foot gap. So it looks to us as if he’s trying to save on concrete by using 90% gravel and then pouring the concrete on top and around like the crown on a molar.

Is this safe? Should we worry about the gravel eroding and his house sliding down the hill into ours? My wife wants to hire a PE to give us an opinion and then seek an injunction if needed.
