I feel like Elko's strategy is to only seriously recruit high schoolers who he feels could make an early impact (which translates more to skill positions or 5 star caliber lineman). Get who they get and then use the portal to fill the roster with guys who have already physically matured and gained experience at other schools.
It makes since to me, why fill your roster with guys you know will need a couple of years to be ready when you can have other schools do that for you and then go get them.
