Can someone tell me why UCLA wasn't flagged for illegal procedure on the long touchdown pass play that led to a tie game? The Bruins had two receivers lined up 1 yard behind the line of scrimmage on the right side behind their TE. The inside guy was jumping up and down before the play was snapped. He may have shifted to that position or even 'went into motion' but he stopped and jumped up and down with his feet side by side, and just before the ball was snapped he spread them front to back. Didn't he have to be set for 1 count/second before the ball was snapped?
